In an interview recorded in November 2022, Jonas Horner, Independent expert on Sudan, talks about the reasons why the 2005 Comprehensive Peace Agreement failed to bring peace to Sudan and its border regions (the Abyei area, the South Kordofan/Nuba Mountains, and Blue Nile states). Horner explains some of the unresolved issues that precipitated the South Sudanese rebellion, and analyses the effects of the secession of South Sudan on Sudan. Jonas Horner explores the role of the AU, IGAD, UN and regional partners during the Sudanese transition, and the reasons behind the limited success of their mediation. Horner concludes that in a country where the military has been in power for 52 of Sudan’s 65 years of independence, security sector reform (SSR) is key to a democratic transition.
